The meeting was called to order at 0910 by Commodore

Minutes were approved as submitted and a sign-in
sheet was circulated to update the roster.
Barusch/Castagna Regatta
Commodore
over $6,000 and that we
did get monies from outside sources:
1. West Marine donated between
$2,000 and $3,000.
2. Local predicted log racing
associations held auctions put on by
the Observers.
Commodore Wellnitz asked for ideas for improvement.
Coffee and donuts at sign-in were mentioned as was having available a complete
list of participants.
J.D. Smith mentioned that his crew did not receive
name tags and suggested they be available at the front desk upon registration.
The Commodore said
the name tags were in
their bag, and apologized for the oversight as other crews
did receive them.
Paul
said he would put the regatta results and pictures on the website with a
link to SDCA, the
regatta organizer. Pictures will also be provided on request
to other member
organizations.
For regatta results press coverage, Jerry will
contact Elaine Townsend for NACA, Bill Lewis will provide it to “The Log” and
SCYA, “The PICYA Log” – Linda
Newland, “48 Degrees North” and “
Paul Artof will send both Linda and Marda copies of
the photos on a CD.
Bill Lewis and
Carr
Regatta
Commodore Jerry reported that entries for the Carr Regatta did not come forth as expected and he believes, after talking to various people, that the following problems inhibit participation:
1. people do not want to spend
approximately $3,000 for expenses to bring their crew down to
2. participants do not see the
value in participating
3. local people do not want to
loan their boat if they as they have no control
over the experience of the crew
4. clubs have the liability for
sponsoring the race
5. the local areas’ race
schedule is already set by January 1 so setting up the
Carr after that date conflicts with other racing
schedules
6. if PCYA allows more local
boats to participate to boost the number of
entries, then we have an issue of violating the Deed
of Gift.
The Commodore announced
that he is inviting the
proposals by September 1
for either abandoning or restructuring the Carr Regatta
to address these
problems. The
OaklandYC in
proposals and coming up
with a recommendation for 2005.
Rear Commodore Joe
Castagna suggested that Linda Newland try to contact the
Carr family to find out if they had any objections
to PCYA changing the Deed of Gift.
V/C Paul Artof reported that a first mailing soliciting nominations for the Charles A. Langlais trophy was sent out two weeks ago. He will make more contacts and report back at the September Board meeting.
V/C Artof also handed out some sample pages from the PCYA website and noted that he has been accumulating an archive of Board minutes. He
summarized the additions to the website as follows: a mission statement, increased coverage on the regatta page with the Deeds of Gift and passed winners, added a page of links with other organizations including all of our member associations, a bulletin board with useful links and information. On the page with the Staff Commodore’s names, he will be adding photos which can be accessed by clicking on the name. Also, activities for 2005 will be added when dates are finalized. He invites members to check out the website at http://pcya.info/ and send him information about boating events in their local areas which would be of importance to the other areas. V/C Artof’s vision of the website is that is a primary communication link for the West Coast associations and can be used to promote mutual participation in regional boating regattas and competitions.
V/C Artof also reported that he had contacted S/C Craig
Brown about setting up a non-profit foundation for youth sailors. Since there
are many available in
R/C Joe Castagna reported that the letters soliciting nominations for the Horder award would be mailed on Monday, June 14.
He also mentioned that there is
still no commitment by a member of a Northwest association to be nominated as
PCYA Rear Commodore. R/C Castagna, after speaking with a contact in the area,
feels they are finally realizing the importance of having representation on the
Secretary/Treasurer’s Report
Sec/Treasurer Linda Newland circulated a written
treasurer’s report dated
Sec/Treas Newland also offered to sell member delegates pins, burgees and ties which she had on hand at the meeting and circulated a current roster for attendees to make any changes to personal contact information.
R/C Joe Castagna requested that the Sec/Treas look into creating a trust account under the name of the Castagna Trophy Fund for the term deposit account in his name so funds would be protected from being used for day to day expenses. Sec/Treas. Newland will check with US Bank about doing this.
Staff Commodore’s Report
80th
Year Edition of the Yearbook
Jr. S/C Marda Phelps announced that the Yearbook should be complete and ready to be sent to organizations in two months. August 1 is the deadline for submissions. Paul and Susan Artof have been working with Marda on the project.

Dave McCulloch stated that he had many current yearbooks in his
garage.
S/C Bill Lewis will pick them up.
.New Business
Disseminating
Information to Encourage Participation
Bob Good mentioned that IPBA sponsors a predicted
log race from the northwest to
S/C J.D. Smith also mentioned that SCCA hosts a Mexico
Run in the last week of July every two years. He will also send the flag
officers that information so it can be included on the website or sent out in
flyer form.
Commodore Wellnitz suggested that our associations
send by email a poster ready for printing and we can email it to the members to
download and print.
Bob
Good will send names of new members of IPBA so Commodore
Wellnitz
can directly send them information on the Barusch/Castagna
Regatta
to improve future participation.
S/C
McCulloch mentioned that PLRA-NC promotes more participation
by having two skippers share duties in a predicted
log race when one skipper does not have a boat. Commodore Wellnitz suggested
that since there are more “over the
bottom” racers in the SF Bay Area, that Sec/ Treas Newland contact the more
active groups and ask if they would be interested in competing in PLRA races.
This would boost the participation when the Barusch/Castagna regattas return to
SF Bay.
Nominations of Officers for 2005
Commodore Wellnitz announced that the Nominating
Committee consists of himself, V/C Paul Artof and S/C’s Bill Lewis, J.D. Smith
and Joe Castagna. S/C Joe Castagna said nominations would be due by November 1st
and the person from the Northwest would come in as Rear Commodore. He also
mentioned how important it is for cruiser navigation associations to provide
candidates for the Chairs as we will need their help in putting on the
Barusch/Castagna regatta.
V/C Paul Artof commenting on the PCYA website, suggested that the organization secure commercial advertising to offset the cost of maintaining the website and increase the number of “hits” it gets.
The motion was made by Bill Lewis and seconded
by Bob Good that Paul should look into
it and bring back suggestions to the next meeting.
Commodore Wellnitz also
mentioned for the record that the Carr Regatta
Trophy is residing at
SDYC in their trophy case.
Commodore Wellnitz was
thanked for a very well run regatta and given accolades
for the time and effort
spent on a great trophy dinner as well as the other
weekend arrangements.
